I have been following Joel's involvement in the new StackOverflow site and really like it, especially the stackoverflow.uservoice.com site where you can submit bug reports and feature requests and have people vote on them. Why not set one up for Fogbugz?
It seems like there is a lot of these type of requests are getting posted in this discussion forum and it has to be a less efficient way to get a read on how popular certain feature requests are and how unpopular certain bugs are. Even better, add similar functionality to fogbugz and integrate it with the case tracking. That would be Uber cool.
I like the last part of your suggestion best. It won't be happening for 7, but it's the direction I'd like to take the discussion groups.
Integration with discussion groups (or a specialized discussion group, etc.) could be quite interesting. It could be useful to poll a certain private set of customers.
The Google Moderator application is also a style that seems to work -- it will rotate questions around so it's not just the ones that are already voted up that get attention. It could also be necessary to maintain the privacy or either previous votes or other users entirely though.
uservoice is way cool. We are implementing it in one of our new beasts.
It would be waaaaaaaay nice if FB had this (so we don't end up with yet-another-system-where-issues-and-features-are-discussed.... as we are about to )

Fog Creek's respect for UserVoice is evinced in the fact that we use it for Copilot.... http://copilot.uservoice.com
